The reason is simple: cross-domain knowledge is fast and powerful. Siloed knowledge is not.

In communities, change, in relation to governance, administration, desgn, begins and takes shape in formal and informal meetings. People hash through ideas, policy and proposals and these 'hashings' become the framework for governance.

However, those meetings must be informed, not half-informed. Climate change changes almost everything about those old methods -- particularly their pace and power to actually meet change well.

Owl is built to provide the socialized power that will accelerate the pace of climate-informed process.

Portable Knowledge Media is just a fancy way of providing people timely, interconnected knowledge in useful, potentially transformative ways that are holistic and effective.

Shared PKM files have many possible uses:

• Research

  • Queries form the basis -- the core domain -- of graphs in a network of connections.

  • Gems are shareable media instances of knowledge centered on core domain.

  • Researchers can interconnect Gems to form shareable knowledge-bases.

  • These centers are informed and motivated around needs and interests in PKM files.

  • Shared PKM files accelerate the interconnectedness communities need to meet change.

  • This one's obvious. Ask questions, build knowledge, share the products and process.

• Community enrichment

  • Society-culture-environment interactions enable social, cultural and environmental entities and individuals in communties socialize important localized knowledge.

• Policy development and dissemination

  • Town meeting is a potent model for this one. Governance requires up to date information.
